Postal IEEPA Refunds Could Turn on Linking Tracking Numbers to Payers
CBP says postal refunds are hard because the shipments lack ACE entry numbers. Its duty worksheets may still link tracking numbers to customer payment records, a testable connection that does not depend on treating the intermediary as the refund owner.
Inside U.S. Trade, "Tariff Intermediary Asks CIT To Include Postal Shipments in IEEPA Refunds," July 10, 2026 reports that Zonos filed a July 8 brief asking the Court of International Trade to include international mail in the IEEPA refund process. The request matters because it challenges the assumption that a shipment without an ACE entry cannot be matched to the person who funded the duty.
