The Russia sanctions bill's medicine exception could cover active pharmaceutical ingredients under the drug definition it incorporates. If that language becomes law, records showing intended use as a drug component could support an exception from the bill's proposed tariffs. The provision does not remove unrelated duties or FDA import requirements.
