USTR's October 5 notice opens comments for the 2027 USMCA joint review, due January 12, 2027, at 11:59 p.m. EST. Auto manufacturers can use their current USITC evidence work to substantiate requests for changes, but the two proceedings require separate submissions.
USITC questionnaire recipients must respond by October 16, while other written submissions to that investigation are due November 2 at 5:15 p.m. ET. Its report is due no later than July 1, 2027, so do not make the completed study a prerequisite for January comments. In a separate USTR submission, explain which origin rule creates the documented cost and how the proposed change would address it, distinguishing Section 232 tariff effects. Keep factual explanations consistent across the two records and follow each agency's confidentiality procedures.
