(Industeel) made sales of certain carbon and alloy steel cut-to-length plate (CTL plate) from Belgium at less than normal value during the period of review (POR), May 1, 2023, through April 30, 2024. Commerce also determines that NLMK Clabecq S.A., NLMK Plate Sales S.A., NLMK Sales Europe S.A., NLMK Manage Steel Center S.A., and NLMK La Louviere S.A. comprise a single entity (collectively, NLMK Belgium) and had no shipments to the United States during the POR.

Initiation of Antidumping and Countervailing Duty Administrative Reviews; and Certain Carbon and Alloy Steel Cut-To-Length Plate From Belgium: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review; 2020-2021; Correction The U.S. Department of Commerce (Commerce) published notices in the Federal Register of July 6, 2021, and June 6, 2022, respectively, in which Commerce announced the initiation and preliminary results and partial rescission of the 2020-2021 administrative review of the antidumping duty (AD) order on certain carbon and alloy steel cut-to-length plate (CTL Plate) from Belgium. In these notices, Commerce inadvertently misspelled the company name of NLMK Verona SpA, a company for which we initiated and subsequently rescinded an administrative review.

Certain Carbon and Alloy Steel Cut-to-Length Plate From Austria, Belgium, Brazil, the People's Republic of China, France, the Federal Republic of Germany, the Republic of Korea, Italy, Japan, South Africa, Taiwan, and the Republic of Turkey: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders As a result of these expedited sunset reviews, the Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on certain carbon and alloy steel cut-to-length plate (CTL plate) from Austria, Belgium, Brazil, the People's Republic of China (China), France, the Federal Republic of Germany (Germany), Italy, Japan, the Republic of Korea (Korea), South Africa, Taiwan, and the Republic of Turkey (Turkey) would be likely to lead to continuation or recurrence of dumping as indicated in the "Final Results of Sunset Reviews" section of this notice. The sunset period of review is 2017- 2021.

In addition, we determine that critical circumstances exist with respect to imports of the subject merchandise. The period of investigation (POI) is April 1, 2015, through March 31, 2016. The final dumping margins of sales at LTFV are listed below in the "Final Determination" section of this notice.
