Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Changed Circumstances Review On February 26, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of the changed circumstances review (CCR) of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET film) from India. For these final results, Commerce continues to find that Garware Hi-Tech Films Limited (Garware Hi-Tech) is the successor-in-interest to Garware Polyester Limited (Garware Polyester).
Antidumping Duty Order on Polyethylene Terephthalate Film, Sheet, and Strip From India: Preliminary Results of Changed Circumstances Review The U.S. Department of Commerce (Commerce) preliminarily determines that Garware Hi-Tech Films Limited (Garware Hi-Tech) is the successor-in-interest to Garware Polyester Limited (Garware Polyester) for purposes of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET film) from India. We are also rescinding the review with respect to six companies because all requests for review for these companies have been withdrawn. Commerce preliminarily determines that sales of subject merchandise have not been made below normal value by Jindal Poly Films Ltd. (India) during the POR. We are also rescinding on seven companies where timely requests for withdrawals were filed by all parties who requested the reviews. The seven companies are as follows: Ester Industries Limited; Garware Polyester Ltd.; MTZ Polyesters Ltd.; Polyplex Corporation Ltd.; SRF Limited of India; Uflex Ltd.; and Vacmet India Limited. Polyethylene Terephthalate Film, Sheet, and Strip From India: Notice of Court Decision Not in Harmony With the Final Results of the Antidumping Duty Administrative Review, 2015-2016; and Notice of Amended Final Results of the Antidumping Duty Administrative Review, 2015-2016 On July 23, 2019, the United States Court of International Trade (CIT) issued its final judgment sustaining the final results of redetermination pertaining to the 2015-2016 antidumping duty (AD) administrative review of polyethylene terephthalate film, sheet, and strip (PET Film) from India. The Department of Commerce (Commerce) is notifying the public that the final judgment in this case is not in harmony with the final results of the AD administrative review, and that Commerce is amending the final results with respect to the weighted-average dumping margin assigned to Jindal Poly Films Limited of India.
