Glycine From India, Japan, Thailand, and the People's Republic of China: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision On August 20, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in Deer Park Glycine, LLC v. United States, Court No. 23-00238, sustaining the U.S. Department of Commerce (Commerce)'s remand redetermination pertaining to the final scope ruling for the antidumping duty orders on glycine from India, Japan, and Thailand, and the countervailing duty orders on glycine from India and the People's Republic of China. In the underlying ruling, Commerce determined that calcium glycinate was not covered by the scope of the orders. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final scope ruling, and notifying the public of Commerce's final scope ruling finding that calcium glycinate is subject to the orders.
Glycine From India, Japan, and Thailand: Final Results of the Expedited First Sunset Reviews of the Antidumping Duty Orders As a result of these expedited sunset reviews, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on glycine from India, Japan, and Thailand would be likely to lead to the continuation or recurrence of dumping at the levels indicated in the "Final Results of Sunset Reviews" section of this notice.
Glycine From Thailand: Rescission of Antidumping Duty Administrative Review; 2019-2020 The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on glycine from Thailand for the period August 5, 2019, through September 30, 2020, based on the timely withdrawal of the request for review.
Glycine From Thailand: Final Determination of Sales at Less Than Fair Value and Final Affirmative Determination of Critical Circumstances in Part The Department of Commerce (Commerce) determines that glycine from Thailand is being, or is likely to be, sold in the United States at less than fair value (LTFV). In addition, Commerce determines that critical circumstances exist with respect to certain imports of the subject merchandise. The period of investigation (POI) is January 1, 2017 through December 31, 2017. The final estimated weighted-average dumping margins are listed below in the "Final Determination" section of this notice.
