Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results of Antidumping Duty Administrative Review; Preliminary Recission of Administrative Review; and Recission of Administrative Review, in Part; 2023-2024 The U.S. Department of Commerce (Commerce) preliminarily determines that Bien Dong Seafood Co., Ltd. (Bien Dong) and NTSF Seafoods Joint Stock Company (NTSF), made sales of certain frozen fish fillets (fish fillets) at less than normal value (NV) during the period of review (POR) August 1, 2023, through July 31, 2024. Additionally, Commerce determines that four companies are eligible for a separate rate. Finally, Commerce is rescinding this review with respect to 16 companies and preliminarily rescinding this review with respect to 24 companies and the Vietnam-wide entity. Commerce invites interested parties to comment on the preliminary results of this review.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Final Results and Partial Rescission of Administrative Review; 2022-2023 The U.S. Department of Commerce (Commerce) determines that Bien Dong Seafood Joint Stock Company (Bien Dong), an exporter of certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam), did not sell subject merchandise in the United States at prices below normal value (NV) during the period of review (POR) August 1, 2022, through July 31, 2023. Commerce also determines that six additional companies, Can Tho Import Export Seafood Joint Stock Company (CASEAMEX), Dai Thanh Seafoods Company Limited (Dai Thanh), Dong A Seafood One Member Company Limited (Dong A), HungCa 6 Corporation (HungCa 6), Nam Viet Corporation (NAVICO), and NTSF Seafoods Joint Stock Company (NTSF), are eligible for separate-rate status. Commerce is also rescinding the review with respect to the Vietnam-wide entity.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results of Antidumping Duty Administrative Review and Rescission of Administrative Review, in Part; 2022-2023 The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam). The period of review (POR) is August 1, 2022, through July 31, 2023. Commerce preliminarily determines that the exporters under review did not sell subject merchandise at prices below normal value (NV) during the POR, and that eight exporters are eligible for separate rates. We invite interested parties to comment on these preliminary results.

Commerce also determines that Can Tho Import Export Seafood Joint Stock Company (CASEAMEX), an exporter of fish fillets from Vietnam, did sell subject merchandise in the United States at prices below NV during the POR. Further, Commerce determines that four additional companies, Cafatex Corporation (Cafatex), Hung Vuong Corporation and its affiliated companies (HVC), International Development and Investment Corporation (IDI), and Loc Kim Chi Seafood Joint Stock Company (Loc Kim Chi), are eligible for separate-rate status. Commerce is also rescinding the review with respect to 12 companies and the Vietnam-wide entity.

The period of review (POR) is August 1, 2021, through July 31, 2022. Commerce preliminarily determines that certain exporters made sales of subject merchandise at prices below NV during the POR, and that 10 exporters did not have shipments during the POR. We invite interested parties to comment on these preliminary results.

Commerce also determines that it is appropriate to apply facts available, with adverse inferences (AFA), to East Sea Seafoods Joint Stock Company (ESS), an exporter of fish fillets from Vietnam. Further, Commerce determines that one additional company, Green Farms Seafood Joint Stock Company (Green Farms), is eligible for separate rate status, 32 companies did not establish eligibility for a separate rate and are part of the Vietnam-wide entity, and 15 companies had no shipments during the POR.

Court no. 18-00063, sustaining the Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the antidumping duty (AD) order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam) covering the period August 1, 2015, through July 31, 2016. United States, Consol. Court No. 13-00156 (Vinh Hoan). On July 31, 2018, the Department of Commerce (Commerce) notified the public that the final judgment in that case is not in harmony with Commerce's final results of the underlying administrative review, and, as a result, it also amended the final results, involving the antidumping duty (AD) order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam) covering the period of review (POR) August 1, 2010 through July 31, 2011. Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results, Preliminary Determination of No Shipments, and Partial Rescission of the Antidumping Duty Administrative Review; 2015-2016 The Department preliminarily determines that the application of facts available is warranted for mandatory respondent GODACO Seafood Joint Stock Company (GODACO). In addition, the Department preliminarily determines that the application of facts available with an adverse inference is warranted for GODACO because it has not cooperated to the best of its ability. However, the Department preliminarily determines that GODACO qualifies for a separate rate for its exports of subject merchandise to the United States during the period of review (POR) August 1, 2015, through July 31, 2016. The Department also preliminary determines that mandatory respondent Golden Quality Seafood Corporation (Golden Quality) does not qualify for a separate rate and is, therefore, considered a part of the Vietnam-Wide \1\ Entity. If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Final Results and Partial Rescission of Antidumping Duty Administrative Review; 2014-2015 On September 19, 2016, the Department of Commerce (the Department) published the preliminary results of the 12th administrative review of the antidumping duty order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam). We gave interested parties an opportunity to comment on the preliminary results. Based upon our analysis of the comments and information received, we made changes from the preliminary results. Specifically, we have modified the list of companies rescinded from this administrative review. The final dumping margins are listed below in the "Final Results of the Review" section of this notice. The period of review (POR) is August 1, 2014, through July 31, 2015.
