This notice inadvertently did not address Commerce's intent to instruct U.S. Customs and Border Protection (CBP) to liquidate certain uncoated paper entries from China.

Certain Uncoated Paper From Indonesia: Affirmative Preliminary Determinations of Circumvention of the Antidumping and Countervailing Duty Orders for Uncoated Paper Rolls The Department of Commerce (Commerce) preliminarily determines that imports of certain uncoated paper rolls from Indonesia are circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on certain uncoated paper from Indonesia. As a result, all imports of certain uncoated paper rolls from Indonesia from certain non-responsive converters \1\ will be subject to suspension of liquidation on or after October 18, 2019. All remaining imports of certain uncoated paper rolls from Indonesia will be subject to suspension of liquidation on or after the date of publication of this preliminary determination. Commerce is also imposing a certification requirement.
