The Department of Commerce (Commerce) is notifying the public that the CIT's final judgment in this case is not in harmony with the final results of the administrative review, and that Commerce is amending the final results with respect to Shanghai Wells Hanger Co., Ltd. Based on M&B Metal Products Co., Ltd.'s (the petitioner) timely withdrawal of the requests for review of certain companies, we are now rescinding this administrative review for the period October 1, 2016, through September 30, 2017, with respect to 17 companies.
Steel Wire Garment Hangers From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016 On August 9, 2017, the Department of Commerce (Department) published in the Federal Register the Preliminary Results of the administrative review of the antidumping duty order on Steel Wire Garment Hangers from the People's Republic of China (PRC) covering the period October 1, 2015, through September 30, 2016. This review covered Hangzhou Yingqing Material Co. Ltd. and Hangzhou Qingqing Mechanical Co. Ltd. (collectively, Yingqing), and Shanghai Wells Hanger Co., Ltd./ Hong Kong Wells Ltd. (collectively, Shanghai Wells). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, the final results are unchanged from the Preliminary Results and we continue to find that Shanghai Wells sold merchandise at prices below the normal value and Yingqing is not eligible for a separate rate during the period of review.
Steel Wire Garment Hangers From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2015-2016 The Department of Commerce (Department) is conducting the eighth administrative review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (PRC). The respondents in this review are Hangzhou Yingqing Material Co. Ltd. and Hangzhou Qingqing Mechanical Co. Ltd. (collectively, Yingqing) and Shanghai Wells Hanger Co., Ltd./Hong Kong Wells Ltd. (collectively, Shanghai Wells). The Department preliminarily finds that Shanghai Wells sold subject merchandise in the United States at prices below normal value during the period of review (POR), October 1, 2015, through September 30, 2016. In addition, we preliminarily determine Yingqing is not eligible for a separate rate, and therefore, we are treating it as part of the PRC-wide entity. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.
Steel Wire Garment Hangers From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Administrative Review and New Shipper Review and Notice of Amended Final Results Pursuant to Court Decision The Court of International Trade (CIT or Court) sustained the final remand results pertaining to the fourth administrative review and new shipper review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (PRC) covering the period of October 1, 2011, through September 30, 2012. The Department of Commerce (Department) is notifying the public that this case is not in harmony with the final results of the administrative review and new shipper review. Therefore, the Department is amending the final results with respect to the dumping margin assigned to Hangzhou Yingqing Material Co. Ltd. (Yingqing).
Steel Wire Garment Hangers From the People's Republic of China: Final Results of Antidumping Duty Administrative Review, 2014-2015 For the final results of the administrative review of the antidumping order on steel wire garment hangers from the People's Republic of China, we find that the subject merchandise is being sold, or is likely to be sold, at less than normal value. The period of review is October 1, 2014, through September 30, 2015. Based on our analysis of the comments received, we made changes to the margin calculation for these final results of the antidumping duty administrative review. The final weighted-average dumping margin is listed below in the "Final Results of the Administrative Review" section of this notice.
