The period of review (POR) is May 1, 2024, through April 30, 2025. Commerce preliminarily determines that none of the companies for which an administrative review was requested, and not withdrawn, demonstrated eligibility for a separate rate, and are, therefore, all part of the China-wide entity. For the 79 companies for which all requests for administrative review have been timely withdrawn, we are rescinding this administrative review. Court No. 22-00072, sustaining the U.S. Department of Commerce (Commerce)'s first remand results pertaining to the administrative review of the antidumping duty (AD) order on aluminum extrusions from the People's Republic of China (China) covering the period of review (POR) May 1, 2019, through April 30, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to Kingtom Aluminio S.R.L. Aluminum Extrusions From the People's Republic of China: Notice of Amended Final Scope Rulings Pursuant to Court Decision On October 8, 2024, in the consolidated appeal of Worldwide Door Components, Inc., v. United States, Endura Products, INC., Court No. 2023-1532 and Columbia Aluminum Products, LLC, v. United States, Endura Products, INC., Court No. 2023-1534 (collectively, Worldwide Federal Circuit), the U.S. Court of Appeals for the Federal Circuit (Federal Circuit) reversed the U.S. Court of International Trade's (CIT) Second Remand Order, and sustained the non-protested portions of Commerce's First Remand Redeterminations. The Federal Circuit also vacated the CIT's subsequent opinions and orders in this case following the Second Remand Order. In the First Remand Redeterminations, Commerce continued to find that certain door thresholds imported by Worldwide Door Components, Inc. (Worldwide) and Columbia Aluminum Products, Inc. (Columbia) are within the scope of the antidumping (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (China). The CIT originally sustained Commerce's Third Remand Redeterminations finding the products in question outside the scope of the Orders under respectful protest, and on December 29, 2022, Commerce published a notice of court decisions not in harmony with its final scope ruling and notice of amended final scope ruling. United States, Slip Op. 22-143, Court No. 19-00012 (Worldwide IV), and Columbia Aluminum Products, LLC v. United States, Slip Op. 22-144, Court No. 19-00013 (Columbia IV), sustaining the U.S. Department of Commerce's (Commerce) third remand redeterminations pertaining to the scope ruling for the antidumping (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (China). In the redeterminations, Commerce found that certain door thresholds imported by Worldwide Door Components, Inc. (Worldwide) and Columbia Aluminum Products, Inc. (Columbia) are outside the scope of the orders, pursuant to the CIT's remand orders in Worldwide Door Components, Inc. v. (Kingtom) exported merchandise from the Dominican Republic that is Chinese in origin, Kingtom is a third-country exporter and is not eligible for a separate rate and that, because Kingtom did not identify a Chinese exporter, we are unable to use the information provided by Kingtom to apply our non-market economy (NME) calculation methodology. Aluminum Extrusions From the People's Republic of China: Notice of Second Amended Final Scope Ruling Pursuant to Court Decision On May 22, 2018, the Court of Appeals for the Federal Circuit (the CAFC) reversed and remanded the Court of International Trade's (CIT) earlier decision regarding the Department of Commerce's (Commerce) scope ruling under the antidumping duty (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (China) involving Meridian Products, LLC's (Meridian's) Type B door handles. The CAFC instructed the CIT to vacate Commerce's initial remand redetermination that the CIT had previously sustained, reinstate Commerce's original scope ruling, and remand for further proceedings consistent with its opinion. In the original scope ruling, Commerce found that Meridian's Type B door handles were covered by the scope of the AD and CVD orders. In Commerce's redetermination upon remand from the CAFC, Commerce found that the extruded aluminum component of each Type B handle is within the scope of the AD and CVD orders while the other components (plastic end caps and screws) are not. On April 6, 2020, the CIT sustained Commerce's remand redetermination. Accordingly, Commerce is issuing a second amended final scope ruling.

Aluminum Extrusions From the People's Republic of China: Notice of Second Amended Final Scope Ruling Pursuant to Court Decision On May 23, 2018, the Court of Appeals for the Federal Circuit (the CAFC) reversed and vacated, in part, the Court of International Trade's (the CIT) earlier decisions, vacated Commerce's remand determination, and reinstated Commerce's original scope ruling, in part. In Commerce's original scope ruling, Commerce found that Whirlpool Corporation's (Whirlpool) kitchen appliance door handles with plastic end caps were covered by the general scope language of the antidumping duty (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (China). On May 1, 2019, the CIT granted Whirlpool's request to dismiss the litigation concerning its handles. Accordingly, Commerce is issuing a second amended final scope ruling.

We determine that 25 of the companies for which an administrative review was requested, and not withdrawn, failed to demonstrate eligibility for a separate rate; therefore, each is part of the China-wide entity. We also determine that Guangdong Xin Wei Aluminum Products Co., Ltd., Xin Wei Aluminum Company Limited, and Xin Wei Aluminum Co. Ltd. made no entries, exports, or sales of the subject merchandise during the POR covered by this administrative review.

Aluminum Extrusions From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Rescission of Review in Part; 2015-2016 The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty (AD) order on aluminum extrusions from the People's Republic of China (PRC). The period of review (POR) is May 1, 2015, through April 30, 2016. These preliminary results cover 191 companies and the PRC-wide entity for which an administrative review was initiated. The PRC-wide entity did not respond to the Department's initial quantity and value questionnaires (Q&Vs), and therefore the Department is preliminarily applying adverse facts available (AFA) to the PRC-wide entity. The Department selected the following companies as mandatory respondents: Kam Kiu Aluminium Products Sdn. Bhd. (Kam Kiu) and tenKsolar (Shanghai) Co., Ltd. (tenKsolar). The Department preliminarily determines that Kam Kiu did not demonstrate eligibility for a separate rate and is, therefore, part of the PRC-wide entity. The Department further preliminarily determines that because we lack sufficient record information to allow the Department to calculate a margin for tenKsolar's reported sales of subject merchandise into the United States during the POR, the rate applied to tenKsolar's merchandise upon entry continues to be the AD rate applied to tenKsolar, except to adjust for countervailable duty (CVD) subsidies determined under the parallel aluminum extrusions CVD order.
