Circular Welded Non-Alloy Steel Pipe From the Republic of Korea: Preliminary Results and Rescission, in Part, of Antidumping Duty Administrative Review; 2023-2024 The U.S. Department of Commerce (Commerce) preliminarily determines that Hyundai Steel Company (Hyundai Steel) and Hyundai Steel Pipe Co., Ltd. (HSP) made sales of subject merchandise at less than normal value (NV) during the period of review (POR), November 1, 2023, through October 31, 2024. Commerce preliminarily determines that Husteel Co., Ltd. (Husteel) did not make sales of subject merchandise at less than NV during the POR. In addition, we are rescinding the review with respect to 14 companies. Interested parties are invited to comment on these preliminary results of review.

Circular Welded Non-Alloy Steel Pipe From the Republic of Korea: Notice of Court Decision Not in Harmony With the Results of Antidumping Administrative Review; Notice of Amended Final Results On January 15, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in Wheatland Tube v. United States, Court no. 22-00160, sustaining the U.S. Department of Commerce (Commerce)'s first remand results pertaining to the administrative review of the antidumping duty (AD) order on circular welded non-alloy steel pipe (CWP) from the Republic of Korea (Korea) covering the period November 1, 2019 through October 31, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Husteel Co., Ltd. (Husteel), Hyundai Steel Company (Hyundai), and the companies not selected for individual examination.

Circular Welded Non-Alloy Steel Pipe From the Republic of Korea; Certain Oil Country Tubular Goods From the Republic of Korea; Welded Line Pipe From the Republic of Korea; and Large Diameter Welded Pipe From the Republic of Korea: Notice of Final Results of Antidumping Duty Changed Circumstances Reviews On October 17, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of changed circumstances reviews (CCRs) of the antidumping duty (AD) orders on circular welded non-alloy steel pipe (CWP), certain oil country tubular goods (OCTG), welded line pipe (WLP), and large diameter welded pipe (LDWP) from the Republic of Korea (Korea). For these final results, Commerce continues to find that Hyundai Steel Pipe Co., Ltd. (HSP) is the successor-in- interest to Hyundai Steel Company (Hyundai Steel), and that HSP is entitled to the AD cash deposit rates determined for Hyundai Steel with respect to entries of the subject merchandise in the above-referenced proceedings.

Circular Welded Non-Alloy Steel Pipe From the Republic of Korea: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2021-2022; Correction The U.S. Department of Commerce (Commerce) published notice in the Federal Register of June 5, 2024 in which Commerce published the final results of the 2021-2022 administrative review of the antidumping duty (AD) order on circular welded non-alloy steel pipe (CWP) from the Republic of Korea (Korea). This notice incorrectly listed two companies in Appendix II, incorrectly excluded one company from Appendix II, and incorrectly stated the name of another company in Appendix II.

This review covers one mandatory respondent, Husteel Co., Ltd. (Husteel) and three companies not selected for individual examination, which are listed in the chart under the Finals Results of Review section below. Based on our analysis of the comments received, we continue to find that subject merchandise has been sold at less than normal value.
