Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products From the Russian Federation: Final Results of the Expedited Sunset Review of the Antidumping Duty Order As a result of this expedited sunset review, the Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) order on certain hot-rolled flat-rolled carbon-quality steel products (hot-rolled steel) from the Russian Federation (Russia) would be likely to lead to continuation or recurrence of dumping at the rates identified in the "Final Results of Review" section of this notice.

Interested parties are invited to comment on the preliminary results of this review.
Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products From the Russian Federation: Final Results of Antidumping Duty Administrative Review; 2014-2015 On January 5, 2017, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on certain hot-rolled flat-rolled carbon-quality steel products from the Russian Federation (Russia). The review covers one producer/exporter of the subject merchandise, Severstal PAO and Severstal Export (collectively, Severstal). The period of review (POR) is December 19, 2014, through November 30, 2015. After our analysis of the comments and information received, these final results do not change from the preliminary results of review. Certain Hot-Rolled Carbon Steel Flat Products From the Russian Federation: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015 The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on hot-rolled carbon steel flat products (hot-rolled steel) from the Russian Federation (Russia). The period of review (POR) is December 19, 2014, through November 30, 2015. The review covers one producer/exporter of the subject merchandise, Severstal PAO and Severstal Export (collectively, Severstal). We preliminarily determine that sales of subject merchandise by Severstal were made at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.
