Multilayered Wood Flooring From the People's Republic of China: Notice of Court Decision Not in Harmony With the Results of Countervailing Duty Administrative Review; Notice of Amended Final Results On September 11, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in Jiangsu Senmao Bamboo and Wood Industry Co., Ltd. et al. v. United States, Consol. Court No. 20-03885, sustaining the U.S. Department of Commerce (Commerce)'s remand results pertaining to the administrative review of the countervailing duty (CVD) order on multilayered wood flooring from the People's Republic of China (China) covering the period January 1, 2017, through December 31, 2017. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the countervailable subsidy rate assigned to Jiangsu Senmao Bamboo Wood Industry Co., Ltd. (Jiangsu Senmao), Riverside Plywood Corporation (Riverside Plywood) and its cross-owned affiliate Baroque Timber Industries (Zhongshan) Co., Ltd. (Baroque Timber), and the non-selected companies under review. Commerce is not amending the final results with respect to the countervailable subsidy rate assigned to Jiangsu Guyu International Trading Co., Ltd. (Jiangsu Guyu).
Multilayered Wood Flooring From the People's Republic of China: Notice of Court Decision Not in Harmony With the Results of Countervailing Duty Administrative Review; Notice of Amended Final Results; Correction The U.S. Department of Commerce (Commerce) published a notice in the Federal Register of September 15, 2025, in which Commerce notified the public that the U.S. Court of International Trade (CIT)'s final judgment in Evolutions Flooring, Inc. et al. v. United States, Consol. Court no. 21-00591 sustained Commerce's remand results pertaining to the administrative review of the countervailing duty order on multilayered wood flooring from the People's Republic of China covering the period January 1, 2018, through December 31, 2018, and is not in harmony with Commerce's final results of the administrative review. This notice notified the public that Commerce is amending the final results with respect to certain companies; however, we incorrectly spelled the name of Dalian Shengyu Science and Technology Development Co., Ltd., the producer/exporter without a superseding cash deposit rate and for which Commerce is revising its cash deposit instruction, within the Federal Register Notice.

Multilayered Wood Flooring From the People's Republic of China: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2014 The Department of Commerce (Department) has completed its administrative review of the countervailing duty (CVD) order on multilayered wood flooring (MLWF) from the People's Republic of China (PRC) for the January 1, 2014, through December 31, 2014, period of review (POR). We have determined that mandatory respondents Dalian Penghong Floor Products Co., Ltd. (Penghong) and Fine Furniture (Shanghai) Limited (Fine Furniture), and their cross-owned affiliates, where applicable, received countervailable subsidies during the POR. The final net subsidy rates are listed below in "Final Results of Administrative Review." We are also rescinding the review for three companies that timely certified they made no shipments of subject merchandise during the POR.
Multilayered Wood Flooring from the People's Republic of China: Clarification of the Scope of the Antidumping and Countervailing Duty Orders The Department of Commerce (the Department) has issued numerous scope determinations finding that wood flooring products consisting of only two layers are outside the scope of the antidumping and countervailing duty orders on multilayered wood flooring (MLWF) from the People's Republic of China (PRC). The products subject to these rulings typically (but not exclusively) consist of a single wood veneer layer, or ply, in combination with a base layer of various constructions and materials. Due to the large number of scope ruling requests concerning the aforementioned two-layer MLWF products since the imposition of the Orders, the Department finds it necessary to clarify the scope of the orders. Interested parties are invited to comment on this scope clarification.
Multilayered Wood Flooring From the People's Republic of China: Final Results of Changed Circumstances Reviews On February 7, 2017, the Department of Commerce (the "Department") published its notice of initiation and preliminary results of changed circumstances reviews ("CCR") of the antidumping duty ("AD") and countervailing duty ("CVD") orders on multilayered wood flooring from the People's Republic of China ("PRC") (Preliminary Results). The Department preliminarily determined that Yihua Lifestyle Technology Co., Ltd. ("Yihua Tech") is the successor- in-interest to Guangdong Yihua Timber Industry Co., Ltd. ("Yihua Timber") for purposes of the AD and CVD orders on wood flooring from the PRC and, as such, is entitled to Yihua Timber's AD and CVD cash deposit rates with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, and there is no other information or evidence on the record calling into question our Preliminary Results, the Department is making no changes to the Preliminary Results. For these final results, the Department continues to find that Yihua Tech is the successor-in-interest to Yihua Timber.
