Initiation of Section 301 Investigation: China's Implementation of Commitments Under the Phase One Agreement; Notice of Hearing; and Request for Public Comments

USTR is initiating a Section 301 investigation into China's implementation of commitments under the Phase One Agreement, which may result in further modification of existing tariff measures on Chinese goods. Importers of Chinese goods already subject to Section 301 tariffs should monitor this proceeding closely, as prior Section 301 actions have been modified once and could be adjusted again.

The investigation concerns China's implementation of its Phase One Agreement commitments. Affected goods are those subject to the existing Section 301 action on China's acts, policies, and practices related to technology transfer, intellectual property, and innovation, as previously modified per USTR notice 2019-18838.
