BIS Expands UAE EAR Treatment With Recipient Conditions

BIS moved the United Arab Emirates into the EAR favorable A5 country group and removed it from the D3 and D4 groups. Effective July 10, 2026, STA and specified advanced-computing no-license treatment are available only when the ultimate consignee and all end users are approved for the relevant scope in supplement no. 8 to part 740.
