CBP Launches Consolidated Forced Labor Enforcement Operational Guidance for Importers
CBP published a consolidated Forced Labor Enforcement Operational Guidance document for importers that brings 19 U.S.C. 1307, the Uyghur Forced Labor Prevention Act (UFLPA), and the Countering America's Adversaries Through Sanctions Act (CAATSA) into a single reference. It adds enforcement process maps covering UFLPA, Withhold Release Orders, Findings, and CAATSA actions, dedicated WRO/Finding and CAATSA response procedures, and appendices with recommended supply chain documentation for high-priority sectors, practical due diligence examples, and sample detention, exclusion, and redelivery notices. CBP directs importers to conduct supplier due diligence before importing and to send questions to ForcedLabor@cbp.dhs.gov.
