CBP Requires Country of Smelt and Cast Reporting for Certain Copper Imports Beginning July 30

Effective July 30, 2026, CBP requires importers of certain copper wire and cable products (HTS 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10) to report the primary country of smelt, an optional secondary country of smelt, and the country of cast on entry summary lines through ACE. The guidance implements §232 Proclamation 11021 (April 2, 2026). The requirement applies to imports from all countries except the United States, and importers may report OTH (other) when a country of smelt or cast is not known. ACE functionality to accept the new fields was deployed to the certification environment on July 16, 2026.
