Commerce proposes to enhance the Steel Import Monitoring and Analysis (SIMA) system by requiring import license applicants to identify the country where steel was melted and poured, targeting transshipment risks following the May 2019 US-Canada-Mexico joint understanding to lift §232 steel and aluminum tariffs. The proposed rule also harmonizes SIMA licensing scope with §232 coverage, extends the system indefinitely, and expands low-value license eligibility.
