Commerce Preliminarily Finds CVD-Actionable Subsidies on Russian Phosphate Fertilizers

The Department of Commerce issued a preliminary affirmative countervailing duty determination finding that Russian producers and exporters of phosphate fertilizers received countervailable subsidies during the January-December 2019 investigation period. Case C-821-825 is open for interested-party comment before a final determination.
