Commerce Finalizes AD/CVD Changed Circumstances Reviews, OCTG from China (HLD Companies)

Commerce confirmed that HLDS (B) Steel Sdn Bhd and HLD Clark Steel Pipe Co. may participate in a certification process for OCTG produced in Brunei or the Philippines using non-Chinese hot-rolled steel, exempting qualifying goods from China AD/CVD orders. The final results maintain the preliminary finding that the HLD companies can document non-Chinese input sourcing under cases A-570-943 and C-570-944.
