The U.S. Department of Commerce preliminarily determined that hardwood plywood assembled in Vietnam using Chinese-origin inputs constitutes circumvention of existing AD/CVD orders on Chinese hardwood plywood, rendering such goods subject to those orders. The ruling covers cases A-570-051 and C-570-052 and treats the Vietnam-exported product as a product of China for duty purposes.
