The Department of Commerce is soliciting public comment on revising its regulatory methodology for determining when a 'particular market situation' (PMS) distorts cost-of-production figures used in antidumping duty calculations under Section 773(e) of the Tariff Act of 1930. Commerce is also considering new guidance on how to adjust AD calculations when PMS-related distortions cannot be quantified from the administrative record.
