The U.S. Department of Commerce preliminarily determined that imports of crystalline silicon photovoltaic cells and modules exported from Cambodia, Malaysia, Thailand, and Vietnam using Chinese-origin parts are circumventing AD/CVD orders on Chinese solar products (A-570-979, C-570-980). The ruling subjects qualifying imports from all four countries to existing China solar duties pending final determination.
