The U.S. Department of Commerce is opening a country-wide circumvention inquiry to determine whether high carbon steel wire imported from Mexico and assembled into prestressed concrete steel wire strand (PC strand) in the U.S. evades the existing antidumping duty order on PC strand from Mexico. The inquiry was triggered by a petition from domestic producers Insteel Wire Products, Sumiden Wire Products, and Wire Mesh Corp.
