Commerce Initiates Circumvention Inquiry on Chinese OCTG Transshipped Through Thailand

The U.S. Department of Commerce has opened a country-wide circumvention inquiry into whether seamless OCTG from China, completed in Thailand using Chinese steel billets, is evading existing AD/CVD orders (A-570-943, C-570-944). The inquiry was triggered by a petition from the CPTI OCTG Subcommittee and the United Steelworkers union.
