Commerce issued a final negative scope ruling finding that aluminum wire and cable (AWC) completed in Korea using Chinese-origin inputs falls outside the literal scope of existing AD/CVD orders on AWC from China, but simultaneously determined that such merchandise is circumventing those orders. As a result, the circumvention finding subjects Korea-completed AWC (using Chinese inputs) to the AD/CVD duties under cases A-570-095 and C-570-096.
