Commerce Seeks Input on Replacing Cohen's d Test in Antidumping Differential Pricing Analysis
Commerce is soliciting public comment on alternatives to the Cohen's d statistical test used to detect significant price differences among purchasers, regions, or time periods in antidumping proceedings under Tariff Act §777A(d)(1)(B)(i). The Federal Circuit recently ruled the test unreasonable when applied to data that do not meet assumptions of normal distribution, equal variances, and sufficient sample size.
