Commerce Finds China-Origin OCTG Billets Finished in Thailand Circumvent AD/CVD Orders

Commerce issued a final affirmative circumvention ruling finding that seamless OCTG completed in Thailand from Chinese steel billets evades existing AD/CVD orders on Chinese OCTG (A-570-943, C-570-944). Affected imports will be subject to the underlying antidumping and countervailing duty orders.
