Commerce Preliminary CVD Critical Circumstances Finding, Large Diameter Graphite Electrodes from China

The U.S. Department of Commerce preliminarily finds critical circumstances exist in its CVD investigation (C-570-221) covering large diameter graphite electrodes from China for the 2025 calendar year. This determination allows retroactive application of countervailing duties up to 90 days prior to the preliminary CVD determination, and interested parties may comment on the record.
