Public Law 100-449, U.S.-Canada Free Trade Agreement Implementation Act
Congress enacted the United States-Canada Free Trade Agreement Implementation Act of 1988 (H.R. 5090, Public Law 100-449) on September 28, 1988. This legislation provided the statutory framework for the reciprocal tariff elimination, rules of origin, dispute resolution, and sectoral provisions of the CFTA, the first comprehensive bilateral FTA negotiated by the United States and a precursor to NAFTA.
