House bill HR 8583, introduced in the 119th Congress and referred to the House Committee on Ways and Means, would bar the executive branch from imposing any import duties on phosphate fertilizers under §122 or §301 of the Trade Act of 1974. The bill would constrain use of two major tariff authorities against a critical agricultural input. No further legislative action has been reported.
