NOAA FY2021 Budget, P&D Fund Transfer Structure Retained Over Direct Appropriation

Congress retained the existing mechanism whereby 30% of duties on imported fisheries products transfer from USDA to DOC to fund the Promote and Develop American Fishery Products and Research Fund, rejecting NOAA's proposal to shift to direct appropriation. The fund supports fisheries research, development, and the Saltonstall-Kennedy grant program.
