Canada's Online Streaming Act, USMCA Tensions and §301 Threat to Canadian Digital Services
Canada's 2023 Online Streaming Act requires foreign streaming platforms earning over C$25M in Canadian revenues to contribute a percentage to Canadian content funds, with the CRTC raising the levy to 15% in May 2026 before the Canadian government ordered a review. USTR has flagged the act as a services trade barrier, and H.R. 8025 would direct a §301 investigation that could trigger tariffs on Canadian goods.
