EPA Set 2 Rule, RFS volumes 2026-2027, Import RIN Reduction deferred to 2028

EPA released the Set 2 Rule in March 2026, setting RFS volume requirements for 2026-2027 and announcing a deferred Import RIN Reduction (IRR) policy to take effect in 2028, which would reduce compliance credits for imported renewable fuel and foreign-feedstock products. The IRR delay follows omission from the June 2025 proposed rule despite EPA's stated alignment with statutory RFS goals.
