BIS Upgrades UAE Export Control Status, Easing AI Chip Licensing, Arms Export Restrictions Proposed
A July 2026 BIS rule grants the UAE enhanced favorable treatment under the EAR, potentially eliminating individual export license requirements for U.S. AI chips and servers sold to Emirati companies. Separately, legislation introduced in the 119th Congress (H.R. 2059 / S. 935) would restrict U.S. arms export licenses to the UAE pending certification that the UAE is not supplying arms to Sudan's RSF.
