Commerce Opens Applications for Pharma Onshoring Agreements Under §232 Proclamation 11020

The Department of Commerce published procedures for pharmaceutical manufacturers to apply for company-specific onshoring agreements under Proclamation 11020. Companies that enter such agreements qualify for a reduced §232 duty rate on imports of their pharmaceutical products and ingredients. Applications must be submitted within 30 days of publication (by approximately June 12, 2026).
