State Dept Removes Firearm Suppressors from USML via Interim Final Rule

The Department of State issued an interim final rule deleting firearm silencers, mufflers, and sound suppressors for non-automatic and semi-automatic firearms from USML Category I, pursuant to the April 9, 2025 Executive Order on reforming foreign defense sales. Items removed from the USML would fall under Commerce Department jurisdiction (EAR/CCL), reducing licensing burdens for commercial exports.
