State Dept ITAR Amendment, Denial Policies Clarified, Saudi Arabia and Peru Added as Major Non-NATO Allies

The Department of State is amending the International Traffic in Arms Regulations (ITAR) to clarify policies-of-denial provisions, update country-specific policies for Ethiopia and Somalia, and add Saudi Arabia and Peru to the Major Non-NATO Ally (MNNA) list.
