AGOA Apparel Cap Notice, Duty-Free Limits for Sub-Saharan African Beneficiaries, October 1, 2026 to September 30, 2027
The Federal Register published the annual limitations on duty-free imports of apparel assembled in beneficiary Sub-Saharan African countries using regional and third-country fabric under AGOA (19 U.S.C. 3721). This notice sets the quantitative cap governing how much such apparel may enter the United States duty-free for the applicable program year, operationalizing the third-country fabric provision of AGOA. For the period beginning October 1, 2026 and extending through September 30, 2027 the aggregate limitation is 1,690,799,016 square meters equivalent, of which 845,399,508 square meters equivalent is reserved for lesser-developed beneficiary countries, the new limitations took effect October 1, 2026.
