USTR §301 Conforming Amendment, China Tech Transfer Product Exclusion HTS Update

USTR is making a conforming amendment to an existing §301 product exclusion on Chinese goods related to technology transfer, IP, and innovation, effective July 1, 2026. The amendment aligns the exclusion with USITC statistical reporting category changes implemented in the Harmonized Tariff Schedule. This is an administrative update and does not alter the substantive scope of the exclusion.
