On November 14, 2025, the White House and the Republic of Korea jointly issued a Fact Sheet formalizing the U.S.-Korea Strategic Trade and Investment Deal first announced in July 2025 and reaffirmed at the October 29, 2025 Trump-Lee Jae-myung State Visit summit in Gyeongju, Korea. Under the deal the United States applies the higher of the KORUS FTA rate or U.S. MFN rate, capped at 15 percent reciprocal tariff on originating ROK goods, and reduces §232 tariffs on Korean autos, auto parts, timber, lumber, and wood derivatives to 15 percent. Korea committed $200 billion in additional strategic investment under a sovereign MOU, plus $150 billion in announced ROK corporate FDI. Korean Air announced a $36 billion order for 103 Boeing aircraft (737 MAX, 787, 777X). HTSUS implementation followed in the Federal Register notice of December 4, 2025.
