On May 8, 2025, President Trump and UK Prime Minister Keir Starmer announced the General Terms of the U.S.-UK Economic Prosperity Deal (EPD), the first bilateral trade framework concluded under the second Trump administration. The General Terms preview a tariff-rate quota of up to 100,000 UK-origin vehicles per year at 10 percent (down from 27.5 percent under §232), preferential treatment for UK-origin auto parts, zero tariffs on civil aircraft and parts under the WTO Agreement on Trade in Civil Aircraft, expanded UK market access for U.S. beef, ethanol, and other agricultural exports, and UK commitments to reduce non-tariff barriers. The framework was subsequently codified by Executive Order 14309 (June 16, 2025) and implemented in the HTSUS by the Federal Register notice of June 30, 2025.
