Program lapsed 2020-12-31. CBP advises filers to continue flagging SPI "A" on qualifying entries so duties can be refunded if Congress reauthorizes retroactively (H.R. 4276 pending).
Unilateral preferences are claimed at entry by prefixing the SPI to the HTSUS number. The simulator does not auto-zero the MFN rate for these programs because eligibility depends on article-specific tariff-shift, de minimis, and substantial-transformation rules outside the HS + country pair.
