USTR has proposed additional Section 301 tariffs of 10% or 12.5% on all products from 60 economies that are found to fail to prohibit or effectively enforce bans on goods produced with forced labor. Importers sourcing from any of those economies face potential broad duty increases across all HS classifications, not limited to specific sectors.
The proposed tariffs cover all products from 60 unnamed economies. The rate is 10% for economies with partial or reciprocal-trade-agreement-based regimes and 12.5% for all others, with a reduction available under conditions stated in the USTR proposal. Investigations were initiated on March 17, 2026, following a March 1, 2026 White House announcement.
