Commerce Issues Preliminary LTFV Finding on Indian Solar Cells/Modules, Flags Critical Circumstances
The U.S. Department of Commerce preliminarily found that crystalline silicon photovoltaic cells and modules from India are being sold in the U.S. at less than fair value (case A-533-942, POI, July 2024-June 2025). A partial critical circumstances determination was also made, potentially enabling retroactive duties.
